Transmission Network Operating Limits
Information about Transmission Network Operating Limits for the Period from 1 May 2018 to 1 October 2018

The transmission network operating limits for the period from 1 May 2018 to 1 October 2018 were approved under Order No 310 of 1 May 2017 of JSC Georgian State Electrosystem. The basis for the Order is Article 47(3)(e) of the Network Code approved by Decree No 10 of 17 April 2014 of the Georgian National Energy and Water Supply Regulatory Commission and the Instructions for Establishing the Transmission Network Operating Limits approved by Order No 408 of 21 July 2016. The primary source of establishing the transmission network operating limits is information received from JSC United Energy System Sakrusenergo, Energotrans Ltd, regional networks of JSC Georgian State Electrosystem, JSC Telasi and JSC Energo-Pro Georgia.

The Instructions for Submitting Operational Planning Data by the Electricity Producers to the Dispatch Licensee were approved by Order No 86 of 9 February 2018 of JSC Georgian State Electrosystem. The basis for approval of the Instructions is Article 58(7) of the Network Code.

An Emergency Action Plan was approved under Order No 164 of 2 March 2018 of JSC Georgian State Electrosystem. The basis for approval of these instructions is Article 47(3)(i) of the Network Code.

The Instructions for Testing Participation in Regulation of Voltage and Frequency of Power Generating Units/Aggregates According to the Preparedness Expressed by Power Generators were approved by Order No 122 of 21 February 2018 of JSC Georgian State Electrosystem. The basis for approval of the Instructions is Article 3 and Article 49(5) of the Network Code.

The Instructions for Submitting Monthly, Quarterly and Annual Reports by Customers and Transmission Licensees to Dispatch Licensee was approved by Order No 524 of 12 October 2017 of JSC Georgian State Electrosystem. The basis for approval of the Instructions is Article 44(5) of the Network Code.

The Transmission Network operating limits for the period from 1 October 2017 to 1 May 2018 were approved by Order No 493 of 29 September 2017 of JSC Georgian State Electrosystem. The basis for the Order adoption is Article 47(3)(e) of the Network Rules approved by Resolution No 10 of 17 April 2014 of the Georgian Energy and Water Supply Regulatory Commission, and Instructions for Establishing Operating Limits approved by Order No 408 of 21 July 2016. The primary source of establishing the Transmission Network operating limits is the information received from JSC United Energy System Sakrusenergo, EnergoTrans LLC, regional networks of JSC Georgian State Electrosystem, JSC Telasi and JSC Energo-Pro Georgia.

Change in the Transmission Network Operating Limits

The change applies to the Transmission Network operating limits for the period from 1 May 2017 to 1 October 2017.

Under Letter No 01/498 of 19 June 2017 of JSC United Energy System Sakrusenergo, change was made to Appendix No 9 to Order No 210 of 1 May 2017 of GSE on the Approval of the Transmission Network Operating Limits for the period from 1 May 2017 to 1 October 2017.

The basis for the document is Article 40 of the Network Code, which obliges transmission system operators to make the electricity demand forecasts. The aim is to ensure to the extent possible consistent, effective and transparent process of making electricity (capacity) demand forecasts for the stage of long-term and operational planning.

The basis for the abovementioned Order is Article 47(3)(e) of the Network Code approved by Resolution No 10 of 17 April 2014 of the Georgian National Energy and Water Supply Regulatory Commission (GNERC) and Instructions for Determining Transmission Grid Operating Limits approved by Order No 408 of 21 July 2016. Original source of determining the transmission grid operating limits is the information received from JSC United Energy System Sakrusenergo, Energotrans Ltd, Regional Networks of JSC Georgian State Electrosystem, JSC Telasi and JSC Energo-Pro Georgia.

The document aims to ensure as consistent, effective and transparent as possible process of planning outages of any thermal/hydro power units or system elements.

Instructions for conducting research to determine the transmission grid reliability

The basis for this document is Article 47(3)(f) of the Network Code, which holds the dispatch licensee liable to conduct relevant research to determine the reliability of the transmission grid. These Instructions aim to create the necessary theoretical base in the process of development of effective mechanism against emergency prevention through the conduction of appropriate research and the implementation of emergency simulation modeling.
