KfW/DSI/SS/Lot 1

The GSE has received financing from KfW toward the cost of the Design, Supply, Installation and Commissioning of Substations in Guria, Racha-Lechkhumi, Samtskhe-Javakheti and Kakheti Regions, and intends to apply part of the proceeds toward payments under the contracts for:

  • Lot 1: Construction of a 220/110 kV substation in Lajanuri (I Phase (AT) and II Phase); Construction of a 220/110 kV substation in Ozurgeti (Guria); Extension of 500 kV and 400 kV AC switchyards in Akhaltsikhe converter station; 500 kV Extension of Lajanuri substation
  • Lot 2: 220 kV Extension of 110/35/10 kV Telavi substation, 220kV Extension of 220/110/10 kV Gurjaani substation, Rehabilitation of 110 kV Akhmeta, Tsinandali and Mukuzani Substations (Conditional Projects).

The GSE now invites sealed Bids from prequalified Bidders for the design, supply and installation of Lot 1, that is related to extension of 400kV and 500kV Akhaltsikhe switchyard, construction of 220/110/35kV substation in Ozurgeti, construction of 500/220/10/35 kV substation in Lajanuri, those includes various 35 kV up to 500 kV HV outdoor equipment, cables, related protection and control equipment, telecommunication, supply of spare parts and special tools, etc., as well as the civil works, for detail design, manufacturing, delivery, installation, testing, commissioning, energizing works and services, and training complete in each respect at turnkey basis, as detailed and specified in the Part II, Employer’s Requirements. The time for completion of the whole works shall be 54 months.

The following entities have been shortlisted to participate in this bidding procedure:

  1. Siemens AG, Germany
  2. ABB AB, Sweden
  3. Mytilineos Holding S.A (METKA), Greece

Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in the KfW’s Procurement Guidelines (“Guidelines”), August 2016.

A complete set of bidding documents is available to the prequalified eligible Bidders, may be purchased from 09.09.2019 onwards upon presentation of a written application to the above office and upon payment of a non refundable fee of EUR 200. The price includes one set of documents as hard copy and a soft copy recorded on CD/DVD. The method of payment will be transfer through a bank account. Upon request,the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery. In addition, if requested, the documents can be dispatched electrically after presentation by the prospective bidder of an appropriate evidence of payment of the non-refundable fee

Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before 18.11.2019 Late Bids will be rejected.

In the first public session, only the Technical Bids will be opened in the presence of the Bidders’ designated representatives. In the second public session only the financial Bids of those Bidders who have fulfilled the technical requirements as per the bidding document will be opened.

All Bids must be accompanied by a Bid Security.
