GSE hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the KfW Development Bank, hereinafter referred to as “the Bank”, towards the cost of Design, Supply, Installation and Commissioning of Substations in Guria, Racha-Lechkhumi, Samtskhe -Javakheti and Kakheti Regions.
The Employer intends prequalifying firms to tender for the following sub-projects (Lot 1 and Lot 2) to be funded from part of the proceeds of the loan on a turnkey basis:
Project Name: Design, Supply, Installation and Commissioning of Substations in Guria, Racha-Lechkhumi, Samtskhe -Javakheti and Kakheti Regions.
ICB Number according to Lots:
Lot 1: KfW/DSI/SS/L1-PQ, Construction of a 220/110kV substation in Lajanuri (I Phase (AT) and II Phase); Construction of a 220/110kV substation in Ozurgeti (Guria); Extension of 500kV and 400kV AC switchyards in Akhaltsikhe converter station; 500kV Extension of Lajanuri substation (optional, which will be activated after Loan approval)
Lot 2: KfW/DSI/SS/L2-PQ, 220kV Extension of 110/35/10kV Telavi substation, 220kV Extension of 220/110/10kV Gurjaani substation, Rehabilitation of 110kV Akhmeta, Tsinandali and Mukuzani substations (Conditional projects)
The contract scope includes design, engineering, manufacturing, transportation to site, unloading, temporary storage, installation and commissioning of substations and associated equipment at the above mentioned substations. The scope also includes all substation works as well as provision of all information and documents to obtain necessary permits for construction and commissioning etc.
The Contract will be based on FIDIC’s Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering works, Designed by the Contractor (FIDIC Yellow Book).
Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country, except otherwise it would contradict the Bank’s procurement policies and rules.
Applicants have to furnish, as part of their Application, documentary evidence establishing their qualifications to perform the Contract if their tender is accepted. Applicants may apply either for one lot separately or both lots, subject to their capacity and qualification.

The request must be accompanied by a duly authorized cover letter, clearly stating the name of the company and the country of domicile.
The Prequalification Document will be issued electronically only and will be sent to interested firms on e-mail address indicated in the cover letter.
The Prequalification Applications must be duly completed and delivered in hard copies to the address below. Each hard copy shall include an electronic version of the Application in PDF format scanned from the original as CD or DVD (n case of discrepancy the PDF version shall prevail). The prequalification Applications submission deadline is on or before 13.07.2018, 12:00 p.m. (Georgian Time). Documents which are received late shall be rejected and returned unopened.
