Project of construction of 110 kV Overhead transmission line Story HPP - New Telavi S/S and 110 kV Overhead transmission line Ikalto into S/S Akhali Telavi

The 110 kV Story HPP – New Telavi transmission line will connect Story HPP to the New Telavi substation, enabling the integration of approximately 47.6 MW of capacity into the transmission network.

Implementation of this infrastructure project in the Kakheti region will significantly increase the stability of the transmission network and improve the electricity transmission capacity of eastern Georgia. The project is being implemented within the framework of the Electricity Network Improvement Program (ENIP), with financial support from KfW Development Bank.

On 20 October, 2023 , the Georgian State Electrosystem (GSE) and an international construction company Mitas Energy and Metal Construction Inc. (Turkey) signed a contract for the construction of Overhead Transmission Lines (OHL) (KfW/DSI/OHL/L5) Story HPP - New Telavi and Ikalto to New Telavi. The project completion date was set for January 06th, 2026.

Georgian State Electrosystem is implementing the project within Energy Network Improvement Programme (ENIP) comprising infrastructural projects all across Georgia.
ENIP is an extensive investment programme into Georgia’s transmission infrastructure realized by the partnership between the European Union, GSE and KfW, working as Team Europe.
The total investment of ENIP is EUR 270 Mio, co-financed by KfW on behalf of the Federal Republic of Germany and EBRD, including EUR 9.9 Mio grant funding from the EU Neighbourhood Investment Platform (EU NIP) implemented by KfW.
Within the framework of ENIP, infrastructure projects are being implemented across all of Georgia in the regions of Imereti, Guria, Racha, Svaneti and Kakheti. Within the programme, 7 substations and more than 540 km of power transmission lines are being built and expanded. The implementation of the program started in 2021 and it is planned to be completed in 2028. As a result, Georgia will be able to develop a stable, reliable power transmission system, thus ensuring security of the network, facilitating development of tourism, industrial and agricultural activities and business in general, which means more jobs and higher incomes for the people in Georgia.

Project details:

The original contract value of €12.5 million was reduced by USD 3 million following an amendment signed on December 13, 2025. In accordance with this amendment, the project final completion date has been set as 30 November 2026.
The detailed design was finalized and all necessary construction permits were successfully obtained by the end of 2025.
Access to the construction site was granted in January 2026, and the contractor commenced construction activities in April 2026.
