The GSE has received financing from KfW toward the cost of the Design, Supply, Installation and Commissioning of Transmission Lines in Guria, Imereti, Samtskhe-Javakheti, Kakheti and Racha-Lechkhumi regions. and intends to apply part of the proceeds toward payments under the contracts for:

Lot 1:
Component A1; Construction of OHL Tskaltubo-Akhaltsikhe (500 kV) and
Component A2 Construction of OHL Akhaltsikhe - Tortum (400 kV).

Lot 2:
Component B; Construction of 220 kV Loop in Loop out Paliastomi-into Ozurgeti Substation and 110 kV Double Circuit (D/C) Overhead Line from Ozurgeti Substation to Zoti HPP.

Lot 3:
Component C1B; Construction of 220 kV D/C Kheledula - Lajanuri OHL and 220 kV Oni – Lajanuri OHL.

Lot 4:
Component D; Construction of 220 kV Akhmeta –Telavi, 220 kV Telavi- Gurjaani, 110 kV Tsinandali Loop in Loop out and 110 kV Mukuzani Loop in Loop out OHL.

The GSE now invites sealed Bids from prequalified Bidders for the design, supply and installation of Lot 1; those includes towers, conductors, earthwire, OPGW, composite / silicone coated solid rod insulators, supply of spare parts and special tools, etc., as well as the civil works, for detail design, manufacturing, delivery, installation, testing, commissioning, energizing works and services, and training complete in each respect at turnkey basis, as detailed and specified in the Part II, Employer’s Requirements. The time for completion of the whole works shall be 30 months.

The following entities have been shortlisted to participate in this bidding procedure:

1. KEC International Limited, India
2. MITAS Energy and Metal Construction, Turkey

Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in the KfW’s Procurement Guidelines (“Guidelines”), January 2019.

A complete set of bidding documents is available to the prequalified eligible Bidders, may be purchased from 02.11.2020 onwards upon presentation of a written application to the above office and upon payment of a non-refundable fee of EUR 200. The price includes one set of documents as hard copy and a soft copy recorded on CD/DVD. The method of payment will be transfer through a bank account.

A Pre-Bid meeting shall take place on 16.11.2020 in the premises of the PMU in Georgia. The site visit is planned in the course of the calendar week 47/2020. However, details about exact dates, time and place will be communicated in due time to the Bidders to make the necessary arrangements, prior to the Pre-Bid Meeting.

Upon request, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery. In addition, if requested, the documents can be dispatched electrically after presentation by the prospective bidder of an appropriate evidence of payment of the non-refundable fee.

Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before 11.01.2021. Late Bids will be rejected.

In the first public session, only the Technical Bids will be opened in the presenceof the Bidders’ designated representatives. In the second public session only thefinancial Bids of those Bidders who have fulfilled the technical requirements as perthe bidding document will be opened.

All Bids must be accompanied by a Bid Security.
